Budget 2027 announced housing financing guarantees of up to RM20 billion through the Housing Credit Guarantee Scheme, targeting 80,000 first-home buyers. The target is a home loan for self employed people, those without a fixed income.

Why a home loan for self employed buyers is hard to get

Banks assess the ability to repay on a record of income. Hawkers, e-hailing drivers, small traders, freelancers and contract workers often earn enough, but not in a form a bank can verify easily. There is no payslip, EPF contributions are irregular, and bank statements move with the season.

The result is applications declined not because the person cannot afford the loan, but because the documents do not fit the bank’s assessment form.

A government guarantee changes that arithmetic. When part of the risk sits with a guarantee scheme, banks become more willing to approve loans they would otherwise decline.

What has been announced

  • Guarantee value. Up to RM20 billion in housing financing guarantees.
  • Target. 80,000 first-home buyers.
  • Target group. Self-employed people without a fixed income.
  • Channel. The Housing Credit Guarantee Scheme.

What has not been announced

This is the part that matters, and most reports leave it out:

  • The start date
  • The eligible house price ceiling
  • Any income limit
  • Which banks take part
  • The guarantee percentage on each loan
  • Which income documents are accepted from the self-employed

Until those are published, anyone telling you the detailed eligibility conditions is guessing.

What you can prepare now

Even though the conditions are not out, what banks ask of self-employed borrowers rarely changes much. Start collecting now, because most of it takes time to build:

  • Six to twelve months of bank statements. Banks want to see consistent inflows. If your income arrives in cash, start banking it into the same account every month from today.
  • Tax forms and LHDN receipts. Form B for a sole proprietorship. If you have never filed, this is the moment to start.
  • SSM business registration. The registration certificate and current business particulars.
  • Voluntary EPF contributions. A contribution record helps demonstrate income stability.
  • Your own CCRIS and CTOS check. Look before the bank looks. Even small outstanding balances can affect approval.

Six to twelve months of bank statements means this work starts today, not on the day you find a house.

A guarantee is not automatic approval

One misunderstanding is worth clearing up early. A guarantee reduces the bank’s risk. It does not oblige the bank to approve. The bank still assesses your ability to repay, still checks your credit record, and can still decline.

What the guarantee does is open a door that was previously shut. It does not unlock it for you.

How this connects to the stamp duty exemption

The two announcements came together and work together. The guarantee helps you get the loan. The stamp duty exemption reduces the cash you need at the front of the transaction.

For first-home buyers, the upfront cash is usually tighter than the monthly instalment. The deposit, stamp duty, legal fees and moving costs all fall due before you get the keys.

The detail of the exemption bands is in first home stamp duty 2027. You can estimate your own upfront costs with our legal fee and stamp duty calculator.

Where the lawyer comes in

We do not process loan applications, that is the bank’s work. What we handle is the documentation after the loan is approved: the sale and purchase agreement, bank loan documentation, stamping and the transfer.

One piece of advice saves buyers more often than any other: do not sign the SPA before the loan offer letter is issued. If the loan fails after the SPA is signed, your deposit is at risk. This happens more often to self-employed borrowers, because their assessments take longer and the outcome is less predictable.

Questions worth asking

Does the bank I have chosen take part in this guarantee scheme.

What income documents does the bank accept from a self-employed borrower.

How long does assessment take for a case like mine.

What happens to my deposit if the loan is not approved.

Do I qualify for the first-home stamp duty exemption at the same time.

Sources and status

The figures on this page are taken from reports of the Budget 2027 tabling on 9 October 2026, checked across several major news sources.

This page will be updated once the scheme details are published. Until then, anyone telling you the detailed eligibility conditions is guessing.
